PROPOSED IHSS RECIPIENT 7% ACROSS-THE-BOARD CUT BUDGET LEGISLATIVE LANGUAGE RELEASED TODAY BY BROWN ADMINISTRATION
IHSS, Developmental Services and CalWORKS Budget Issues On May 22nd Agenda of Senate Budget Subcommittee #3 on Health and Human Services
SACRAMENTO, CA (CDCAN) [Last updated 05/17/2012 08:00 PM] – The Brown Administration released today proposed budget related language – referred to as budget “trailer bill” language – to implement the proposed 7% across-the-board reduction in service hours for all In-Home Supportive Services (IHSS) recipients that is meant to be a permanent on-going cut. The proposed language is nearly identical to the existing State law implementing the current 3.6% across-the-board IHSS recipient hours reduction that is set to expire June 30, 2012, with the exception that the 7% proposed cut is meant to be permanent. The issue is on the agenda for the May 22nd Senate Budget Subcommittee #3 on Health and Human Services hearing, along with developmental services and CalWORKs (see below for details).

The proposed reduction would, if approved by the Legislature, take effect on the first day of the first calendar month that is 30 days after enactment of the legislation. Assuming the State budget is passed before the start of the State’s budget year on July 1st, than the effective date of the 7% across-the-board reduction would be August 1st.
