CA DHCS CCI Initiative Update

DHCS is pleased to announce that on March 19, 2014, the Centers for Medicare and Medicaid Services (CMS) approved an amendment to California’s section 1115 Waiver (Bridge to Reform) which authorizes the Department of Health Care Services (DHCS) to begin coverage under the Coordinated Care Initiative (CCI), no sooner than April 1, 2014.  The CCI is authorized in the following eight counties: Alameda, Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Mateo, and Santa Clara. 

The goal of CCI is to offer integrated care across delivery systems and rebalance service delivery away from institutional care and into the home and community in two ways:

  1. Cal MediConnect: An optional program for dual eligibles that will coordinate medical, behavioral health, long-term institutional, and home- and community-based services through a single health plan.
  2. Managed Long Term Services and Supports (MLTSS): For those who are not eligible for Cal MediConnect, or who opt-out, full duals will have to choose a Medi-Cal managed care plan to receive their Medi-Cal benefits including long-term services and supports. MLTSS includes: In-Home Supportive Services (IHSS), Community-Based Adult Services (CBAS) Multipurpose Senior Services Program (MSSP), and nursing facility care services. Those already in a Medi-Cal managed care plan (both duals and non-duals) will now receive these LTSS services under the managed care plan.

This amendment also allows for the operation of a Program of All-Inclusive Care for the Elderly (PACE) in Humboldt County alongside the Humboldt County-Organized Health System (COHS) plan.
